Storm Law

Storm Law is a special set of laws in the Hampyan Republic which comes into effect during emergencies. Many Koryo communities outside the republic have their own versions of Storm Law, but the Hampy laws are the most developed and codified ones.
Declaration
Any local governeur can proclaim Storm Law for his region when desaster strikes. In case of major natural desasters, especially the relatively common storms, floodings and tsunamis, people will also automatically transition to Storm Law, assuming that it has been proclaimed.
The local governeur is also responsible for lifting Storm Law once the crisis is over.
Summary and Spirit
The purpose of Storm Law is to turn society towards survival. Anti-social behaviour is punished more harshly, the distribution of resources is guided away from trade and towards necessity and leadership and executive functions are streamlined and simplified.
